I tried to duplicate your problem, but it worked correctly. What Protocol do you use, SSLTelnetImp? On port 992? This may be important.
Basically, I tried to do upon login
Telnet1.Send rz & vbCrLf
Telnet1.SendFile .....
and it worked correctly.
