Bill,

dos FTP has nothing to do with SFTP protocol, so it's no guarantee yet this isn't bad protocol, or server issue. Any chance you could try with Putty's PSFTP app?

If you go to command prompt and type

telnet your.host.com 22

what happens? Can you paste first line returned?
